CHESTER, Pennsylvania (WPVI) -- Marrea Walker-Smith is making sure kids in her hometown grow up with far more opportunities than she had.

"I grew up right here in the city of Chester in the low-income housing developments," she said.Tthere were limited opportunities here, specifically the kind of opportunities that we're trying to offer here at the Entrepreneur Innovation Center."

Walker-Smith, now a business teacher at Devon Preparatory School in Chester County, partnered with her very own students to turn a dream into a reality.

After months of planning and researching, they recently debuted the Entrepreneur Innovation Center. It is a part of the Chester Housing Authority and located within the Booker T. Washington Community Center.

A grant provided by the McLean Contributionship, among other donors and sponsors, was able to facilitate the creation of several labs with cutting-edge technology. These include cameras, a green screen, and microphones for music and podcast production.

And it wouldn't be possible without the hard work of Walker-Smith's students, who volunteered their time and talents to design the space over the summer.

"It started in the classroom and now we're here about eight to nine months later," said Jack Shaw, a rising senior at Devon Prep.

Shaw and his classmates, Chase Kemm and Mark Bennett, collaborated on the creation of an apparel studio, photography studio, podcast room, and more. They will also occasionally provide direct instruction to students from the neighborhood.

These three friends hope their impact will last long after they've moved onto college.

"People can utilize this opportunity and take that and definitely help grow the city," said Shaw.

Chester Housing Authority tenants can currently utilize the space for free. Non-tenants can also purchase access to sessions in the studio.

The CHESTER HOUSING AUTHORITY (CHA) is reopening its FY 2024 Annual Agency Plan in compliance with the Quality Housing and Work Responsibility Act of 1998 (QHWRA).  Pursuant to QHWRA, the updates will be available for public review on July 10, 2023, at CHA’s Administrative offices at 1111 Avenue of the States, Chester, PA 19013 from Monday through Friday 8:30a.m. to 4:30p.m. 

A public hearing will be held on August 29, 2023, at 12:00pm in the second-floor conference room of the CHA’s administrative offices, 1111 Avenue of the States, Chester, PA 19013.  All are invited to comment on the update and participate in the public hearing. Devon Preparatory School students partner with Chester Housing Authority to design Chester City's First Entrepreneur Innovation Center (EIC) focused on STEM and Entrepreneurship. The EIC offers workshops in e-commerce business models, apparel and accessories products, digital design and marketing, photography, robotics, podcasting, music production, social media marketing, financial stock mark lab, and business development – just to name a few.

The Chester Housing Authority will meet virtually to hold its 2024 Annual Plan Meeting on January 24, 2023. 

Planning meetings for the FY 2024-2025 Annual Plan are announced below.

 

In the first meeting, the CHA will provide an update on the last Annual Plan and offer new agency goals and additions based on the anticipated agency resources.

 

The schedule for the Annual Plan process is:

Dear All: First let me wish you and your loved ones well as our world fights the disease known as COVID-19. These are trying times to say the least. Jobs lost or cut back for so many of us. School out. Food and household goods hard to come by. You know the rest, a month into this health crisis. But we are the families and elderly of public and assisted housing. We are used to adversity. We will pull together and beat back the beast. As your housing administrator, we have done our best to stay in touch with you via telephone and social media, sometimes a flyer. During this “STAY AT HOME” order, the Governor has deemed us “essential workers” and we have been on the job throughout. In case any part of our emergency service is unclear to you, please review the following outline appropriate to you:

PUBLIC HOUSING – Office staff are working from home most of the time. Rent can be paid online as always at www.chesterha.org . Click on the blue tab on top of the home page. It can also be deposited in a lock box at your site office, brought to 1111 Avenue of the States, or mailed there.

LOSS OF INCOME RENT ADJUSTMENT REQUESTS must be emailed to [email protected] – Maintenance staff are working reduced hours prioritizing emergency work orders. To enter your home, they will wear masks and gloves, ask you to do the same, and ask that anyone sick move to another room. For emergencies, call 610 876 3000. – Trash collection has been reduced from three (3) days a week to two (2). – Police service is still 24/7. Call 610 876 3000. – Annual re certification packets must be dropped off at the main office or emailed to [email protected]

HOUSING CHOICE VOUCHER PROGRAM – Case workers are working from home. If you get a call from a strange number and do not pick up, we will always leave a message. – We are still inspecting with social distancing protocols. Inspectors will wear masks and gloves. You should too when they visit or keep safe distances. – Maintenance. Please call in issues to your landlord. Please call CHA if the landlord does not respond. Owners and work crews must have access for emergencies. Thirty-day extensions for the re-inspection of non-emergency repairs can be requested by the owner or tenant. – For those of you who have the I-Pay option, please pay rent that way if you can. Beginning Monday, April 20, Pennsylvania will be under even stricter orders. Added to staying at home, social distancing and the frequent washing of hands will be masks, gloves and even having your temperature taken when entering business offices and stores. Keep up the great work you have been doing. Practice COVID courtesies the best you can so we may all come through this healthy.

In an effort to curtail the spread of the Covid-19 Corona Virus, the CHA’s Housing Choice Voucher Program has adopted new procedures effective immediately. Inspection Procedures If you or anyone in your household has been knowingly exposed to the Corona Virus due to travel, as a health care worker, or through other community contacts please call the McCright Customer Service Center and reschedule your appointment for a later date.

In addition, in accordance with McCright infection prevention protocols, an inspection will be rated inconclusive and rescheduled if the person who answers the door answers “yes” to being exposed to the Covid-19 Corona Virus or to having someone in the household with a fever or flu-like symptoms.

The inspection will be rescheduled in 21 days. Annual Review Procedure Change Until further notice, the HCVP has adopted a “mail in” procedure for both annual re certifications and reporting changes in household income and composition. Your assigned Occupancy Specialists will contact you if it is absolutely necessary for you to come into the office to complete the certification. Postage paid envelopes are included in your review notice to send back the necessary forms and documents to complete your certification.

You may also scan and email forms and verification documents to your assigned Occupancy Specialist. Email is the most efficient way for your Occupancy Specialist to communicate with you and address your service requests.
